The BIM Steering Committee - Ministry of Construction and Autodesk Sign MOU to collaborate in implementing Building Information Modeling (BIM) in Vietnam

HANOI, 28 September, 2017 – The BIM Steering Committee – Ministry of Construction (MOC) and Autodesk have signed a Memorandum of Understanding (MoU) to work hand in hand towards Vietnam’s 2021 goal of implementing nationwide Building Information Modeling (BIM) guidelines.

The Institute of Construction Economics, Ministry of Construction (ICE) – Standing agency of BIM Steering Committee have engaged Autodesk’s support to drive BIM awareness and application in construction and facility management activities in accordance with Decision n⁰ 2500/QĐ-TTg dated December 22nd 2016 by the Prime Minister and action plan of Ministry of Construction.

Autodesk will provide guidance on BIM global best practices, leverage their experience in working with governments across the world in successfully implementing BIM guidelines and mandates. In his capacity as Autodesk’s APAC Director of Government Affairs, Daniel Green will begin to serve on the expert panel to advise the BIM steering committee.

The steering committee, led by Deputy Minister Le Quang Hung, comprises 14 representatives from the Ministry of Construction, Ministry of Transport, Ministry of Trade and Industry, Ministry of Agriculture and Rural Development and Ministry of Planning and Investment.

“Vietnam’s growth in the building and construction industry will be further accelerated with the adoption of BIM. Successful implementation of BIM begins with the right framework, technology and training,” said Daniel Green, APAC Director of Government Affairs, Autodesk. “We have supported many governments on this journey and is committed to helping Vietnam’s BIM steering committee achieve its goals.”

Building Information Modeling (BIM) will equip Vietnamese Architecture, Engineering and Construction (AEC) professionals with the skills and tools to design, construct, and operate buildings that involve creating and using intelligent 3D models. With support from Autodesk, the steering committee will oversee three key phases laid out by the Prime Minister.

2017-2019: Raising awareness and encourage companies to explore BIM implementation

Survey and assess the current investment in construction, operating management of buildings in Vietnam and formulate temporary BIM guidance for pilot implementation.

Develop framework and training materials for BIM training, seminars and workshops to improve BIM capability of construction organizations, project management units, project owners and consulting companies.

Research and propose solutions to improve regulations of investment in construction, quality assurance, construction maintenance in accordance to BIM standards.

2018 – 2020: Implement and evaluate BIM in pilot projects

Apply temporary BIM guidance in at least 20 Class I and above construction projects for design, construction and project management, and in at least 10 projects in the stage of facility management.

Provide consultation to investors, project management committees, consultancy organizations, construction contractors to overcome challenges during the BIM utilization process.

Monitor and assess pilot implementations to inform the creation of an official BIM guideline

2021 onwards: Nationwide BIM roll-out

Based on BIM implementation evaluation, MOC to issue detailed guidelines to apply BIM widely in construction and facility management.
